New utilities for TLG don't work well on Meadow.
As I compiled tlgcites2emacs.exe, I found some warnings like this;

   tlg> flex tlgcitations.lex
   tlg> gcc -O2 -o tlgcites2emacs lex.yy.c -lfl
   tlg-citations.lex: In function `main':
   tlg-citations.lex:1338: warning: comparison between pointer and
integer

There was no warning when compiling tlgidt2emacs.exe and
authtab2emacs.exe.

The above warning is relevant to my trouble?
(I'm using gcc contained in Cygwin tools.)
