I have not checked whether Mule-UCS-0.84-180 was installed or not.
All I can tell is I used the default configuration and Mule-UCS was
not loaded and no error was reported.  Which means my SuSE 8.2 is not
configured to load Mule-UCS-0.84-180 by default.  Are you really sure
that you have not changed ~/.emacs and ~/.gnu-emacs at all?

It is very possible.  However, Mule-UCS is not a part of the official
GNU Emacs distribution.  Moreover, ucs-tables.el in GNU Emacs-21.3 is
not identical to Mule-UCS.
