Thank you for your reply.  I have just reread the documentation
(doc/fonts/ibycus4/tex/README) and realised that I had asked a wrong
question.  What I wanted to know is:

Is there a way to explicitly distinguish an elision (a Greek
apostrophe) from a closing quotation mark in Ibycus4?  It seems both
are represented by ' or {'}.

Unicode distinguishes these two.  So if Ibycus4 does not, conversion
from Unicode to Ibycus4 may loose some information.  A roundtrip
conversion (Unicode -> Ibycus4 -> Unicode) can change the original
data.

I always recommended to save a buffer in the TeX Format (Ibycus4)
because it is the safest way in CGreek20.  However, the situation may
be different in CGreek21.
