It is not buffer-file-coding-system but default-input-method that
determine the input method when you hit C-\. Try
F1 v default-input-method RET
in the problematic buffer.

If the buffer contains only "European" characters, utf-8 would be the
best choice since other application programs can read the generated
file. emacs-mule is specific to Emacs and other applications do not
understand it.
